Hello there,
A friend of mine (29) can speak English very well but she has strong Eastern-European accent. She asked me what to do to lose it and I have no advice for her.
Can someone suggest any techniques , if there are any?

Keep studying english never stop, surround herself with native speakers, listen to music all the time , reading outloud to herself and just practice non stop!
