I suggest that the file be enclosed in the next email. or
I suggest enclosing the file in the next email.

both of those are grammatically correct though i don't really understand what you mean?

maybe "attach" would be better than "enclose"?

Yep, Eric's right, they're both okay, but use the words attached or attaching.
