Vicki Walker had been employed as a financial controller with ProCare Health for over two years when she was dismissed in December 2007.

Is "with ProCare Health" correct? Isn't "by ProCare Health" correct?

Both are correct. Just as it's quite usual to talk about people working "with" a company rather than "for" a company. It gives the idea of a more equal collaboration between the employee and the company.
