If you're teaching vocabulary (ATM, bank, convenience store, park, etc), then I would drill the vocabulary first. Then I would cover singular/plural, and again drill. Then I would plug the words into "There is/are..." Lastly, I would teach yes/no questions so students can then talk about their real neighborhoods.
A: Is there a bank in your neighborhood?
B: Yes, there is. There is a bank in my neighborhood.
I've developed and taught a very similar lesson in the past, and it worked well. The lesson was 90 minutes with very basic students.
Of course, if you're looking to teach directions... well, this wouldn't work so well!
