Votes is votes

Hello, I'm reading a humorous article about the length to which some people are willing to go when canvassing for votes. The title is "Votes is votes" which, to my understanding, is grammatically incorrect. Is this a set expression, some sort of play on words, or simply a made up title for this article? Thank you

That kind of grammatical mistake is/was common among uneducated people. It is also a common part of some southern American dialects. The author was probably trying to be funny and poke a little fun at some group or depending upon where the article was published the author might have been seeking some solidarity by using a known dialect.

I would think it is just an attempt at humour - a bit like the expression "as sure as eggs is eggs".
