#1 "Go over" is a verb. It means to study or peruse something. For example, "I should go over my science textbook one more time before the test tomorrow".
An observation is a noun. It is something you have seen or noticed. For example: "On her trip to the zoo, she wrote down her observations about the size, shape, and habits of the animals she saw".
