In wikipedia, in 'ralph waldo emerson ', there is a sentence

Emerson served as Class Poet; as was custom, he presented an original poem on Harvard's Class Day.

What determines the use of WAS ?but not WERE?

custom, the subject he, or the whole sentence?

Any help shall be appreciated.
