Default Motivating Students to Complete Homework

I am working/researching on motivating ESL/EFL students to undertake homework when it is assigned. I have my own ideas and will be sharing this in the near future yet I would like to hear more about your ideas and experiences on motivating and/or personalising homework for students.

Imagine you have one class and those students are your stereotypical bunch of students; they don't listen, they have difficulty concentrating, and when homework is issued it isn't completed. How would you deal with this class? What would you do to motivate your students to complete homework?
